When these needs go unmet, students can struggle to stay engaged in school or even regularly attend school. This is especially true for students experiencing homelessness, who often don\u2019t know where they will sleep week-to-week or if they will have access to enough food to sustain their nutritional needs.<\/p>\n<p>Outside of the years of the pandemic, the number of Washington students experiencing homelessness has seen steady increases since the Office of the Superintendent of Public Instruction began monitoring the number annually.<a href=\"https:\/\/educationvoters.org\/issue-brief-student-homelessness\/#_ftn1\" name=\"_ftnref1\">[1]<\/a><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-57684\" src=\"https:\/\/b2881166.smushcdn.com\/2881166\/wp-content\/uploads\/2026\/01\/Student-Homelessness-Issue-Brief-01.18-trend-graphic-300x194.jpeg?lossy=1&amp;strip=1&amp;webp=1\" sizes=\"auto, (max-width: 600px) 100vw, 600px\" srcset=\"https:\/\/b2881166.smushcdn.com\/2881166\/wp-content\/uploads\/2026\/01\/Student-Homelessness-Issue-Brief-01.18-trend-graphic-300x194.jpeg?lossy=1&amp;strip=1&amp;webp=1 300w, https:\/\/b2881166.smushcdn.com\/2881166\/wp-content\/uploads\/2026\/01\/Student-Homelessness-Issue-Brief-01.18-trend-graphic-768x496.jpeg?lossy=1&amp;strip=1&amp;webp=1 768w, https:\/\/b2881166.smushcdn.com\/2881166\/wp-content\/uploads\/2026\/01\/Student-Homelessness-Issue-Brief-01.18-trend-graphic.jpeg?lossy=1&amp;strip=1&amp;webp=1 989w, https:\/\/b2881166.smushcdn.com\/2881166\/wp-content\/uploads\/2026\/01\/Student-Homelessness-Issue-Brief-01.18-trend-graphic.jpeg?size=156x101&amp;lossy=1&amp;strip=1&amp;webp=1 156w, https:\/\/b2881166.smushcdn.com\/2881166\/wp-content\/uploads\/2026\/01\/Student-Homelessness-Issue-Brief-01.18-trend-graphic.jpeg?size=468x303&amp;lossy=1&amp;strip=1&amp;webp=1 468w\" alt=\"\" width=\"600\" height=\"388\" \/><\/p>\n<p>As the resources needed to support the increased needs of students experiencing homelessness have grown in recent years, state and federal supports have become increasingly uncertain.<span id=\"more-57662\"><\/span><\/p>\n<p>In 2025, federal-level decisions have introduced significant uncertainty for programs supporting students experiencing homelessness:<\/p>\n<ul>\n<li><strong>Proposed Elimination of Funding Supporting Homeless Students:<\/strong>\u00a0A White House proposal sought to consolidate the McKinney-Vento Act\u2019s Education for Children and Homeless Youth (ECHY) program into a block grant, effectively removing dedicated funding. ECHY is the only federal program focused on identifying homeless students and removing barriers to education.<\/li>\n<li><strong>Administrative Disruptions:<\/strong>\u00a0In October, the U.S. Department of Education terminated staff responsible for ECHY oversight, including compliance and guideline enforcement. With state funding slashed, federal support eliminated, and homelessness on the rise, schools are struggling to maintain the resources needed to guarantee every child\u2019s right to learn.<\/p>\n<p>Now more than ever, we need to invest in what works. HSSeP\u2019s approach\u2014linking housing stability and academic achievement\u2014has delivered results since the pandemic. For a child to learn, they must first feel secure in where they will sleep each night. In 2024, HSSeP strengthened the lives of more than\u00a0<strong>13,000<\/strong>\u00a0people by providing housing stability and increasing access to learning. State budget cuts in 2025 reduced funding so significantly that the number of people supported through HSSeP will be less than a third of that for the 25-26 school year. It is clear that restoring this vital funding is a critical step towards supporting our most vulnerable students.<\/p>\n<p>This session represents a critical chance to support homeless students.
